| INTRODUCTION and BELIEFS: My name is George E. Mulligan, 429 Housatonic Avenue, Stratford Ct. since 1978. Thank you for coming to this website.I believe Stratford's residents want a change from politics as usual. I believe Lawyers, business, and government people changed the Town Charter, with a needed to mask their real intentions by causing counter intuitive smoke and mirror problems, with intent to deny your rights to Town Charter "Grand Fathered" process: of initiative, petition, and referendum. These can create Town Ordinances. These are "checks and balances" for "redress of grievances" usurping Constitutional "just consent of the governed." This Website is what I believe, and why I believe delays and high taxes occurred: AVCO is more than a $ 2 Billion project! Why delays? By adding the Airport, how much more will it be worth? How much more money will go to: developers, lawyers, insurance, real estate, appraisers, police, fire, education, friendly media, party bosses and party contracors etc.. depends on what Zoning and Town Council allow the Mayor to do, either for the people or...against YOU the people? Will you do nothing? Will you protect your family's rights? I believe people have stolen time, quality of life, money, and even lives for an objective of steering everything from YOU and YOUR FAMILY to them and their political allies, by controlling selection of political candidates who become elected, control spending, revenues and who appoint the Departmental Heads, who hire and promote. I believe, what has been publicized recently is the tip of a polluted iceberg which is systemic in the Political Justice (septic) System, where I believe a political enema is necessary nationwide. Some of my best sources are Town Employees, and members of political party Town Committees, including past / present office holders, and retired/active workers. Many FEAR RESPRISAL! I believe their FEAR is Warranted! A couple years ago, I made School Superintendent Irene Cornish aware that MOST STRATFORD TAX PAYERS did not know about 25 % of the Board of Ed Budget comes from CT. State Grants and some Federal Grants. > Superintendent Cornish created a power point presentation reflecting that very important issue. > For years I advocated adding Librarians with Masters Degrees in Library Science. Besides Reference customer service work, I advocated they find GRANTS for the Library, Town, and Education. As incentive, the Library Budget would increase 10 % of NEW GRANT MONEY over a number like $ 250,000 - $ 500,00 new GRANT MONEY. > Mayor Miron's GRANT writer(s) added OVER $ 6,000,000 in NEW Federal + CT. Grants and Stimulus money. > With over $ 3.5 Million in less Interest 2010 payments on Capital Improvements, than 2008 + 2009, planned and implemented by Mayor / Town Council - It solves the mystery of how Taxes get slightly lower in election year, depite the expoding ANNUAL PENSION OBLIGATIONS - up 500 % SINCE several years in the late 1990s, before BOND. The information about CT. + FEDERAL GRANTS was included in the FINAL ADOPTED BUDGET, which I made Ben Branyan and Councilman Gavin Forrester aware of before/during 2008 Budget Workshops. 2008 was the FIRST ever PRINTED FINAL ADOPTED BUDGET. Stratford was shorted about $ 60 million in the past decade in (ECS) Education Cost Sharing CT. Grants. Stratford State Rep John Harkins was in Hartford, most of those years, if not all. > This is despite our Town Attorney, Richard Burtula, whose firm has 23 CT. Boards of Education as Clients. Competence? Co-incidence? Intentional and /or planned disparity? Quid Pro Quo> > Same Town Attorney was 1987 - 1989 Town Council Chairman before the 1989 Mini Budget over Taxation, causal to 1991Referendums and where increases to Town Pension of certain powerful leaders of Departments seem to coincide with the minimum $ 4 million his firm drew from 1996 to date. > Same Town Attorney's Firm listed Bridgeport and Stratford as clients. > Why do Airport and other Bridgeport issues increase Attorney Billing? > Why does the Town Attorney have 235 open cases in his firm's computer > but NOT in the Town Clerk's computer? Isn't the Town Clerk is legally responsible to protect all Stratford Town Records? (Why were those 235 Town open cases not on Town Property, despite paying $ 1.8 million last 3+ years? FUTURE TOPICS for DETAILING: Who got the 1998 AVCO PREFERRED VENDER? Is there a relationship to1998 Pension Bond (& fees) ? High TAXES - Economic exodus/delays not Economic Development? Transparency - Revenue - Expenses - Town Charter - Personnel - Bids - Contract Awards - Change Orders - What would it take for you to run for political office, if there is virtually no difference between the leaders of the political parties, who are expert at creating scapegoats and cover stories for friendly media? I really do not trust any of the CT. POST Editorial Board (except one or membesr). They may be pillars of the community and fine people, but I question political / professional views, opinions, and possibly willful limiting of coverage on which Editorial opinions are based? I can move. But why let people abuse their duty? Will you MAN UP and run for office? I find Stratford's women have a great sense of Community, integrity, and courage, like the GREAT Diane Buda, Eleanor Burke and Marcia Stewart, among others. > Will you run for office in land of the Free and home of the Brave? > Or like many disgusted / frustrated residents, will you be run outta town?
