| PLATFORM of Mayoral Candidate George E. Mulligan 1) TAXES: I shall aggressively move to lower Taxes and create forms of Assistance for Residents and Businesses using innovative combinations. FOR least fortunate RESIDENTS: A) I intend to create a means testing household revenue to reduce taxes and / or gain State and Federal Tax credits, to assist families to retain their homes. Initial primary assistance to lower income, fixed (low) income, and unemployed is both human decency and good economics. 1 - I am against forcing people into usury devices and value vampires, like reverse mortgages FOR BUSINESSES and upper / middle / lower income RESIDENTS: B) I believe adding Revenue and cutting Budget Costs are a realistic means of achieving lower Taxes and then slowing the rate of growth. 1 - I believe the BUDGET has intentional EXCESSES over 20 % where Savings in priorities, buying, borrowing, added to negotiating both temporary and permanent Employee Benefits, Pensions, and Wages issue can be linked and indexed, in cutting edge methods for a problem expected to be addressed on a national level, in an equitable and fair manner aggressively seeking worker and tax payer mutual ratification. 2 - I believe REVENUE has been intentionally retarded and delayed for financial, political, and ideological self interests and out Tax Base should be over 10 % larger. A - State and Federal GRANTS and STIMULUS packages will help offset some Budget losses and can be a source to replace needs for some taxes. They are fastest for that but NOT as quickly for the relief of the general economy. B - UNFUNDED Federal and State MANDATES may exceed $ 10 Million a year for over 15 years as an average, ($ 150 m) equals the Town Debt. It may be recoverable, in part? 1. Education Cost Sharing is about $ 60 Million. It may be recoverable, in part? C - ECONOMIC DEVELOPMENT: 1. AVCO - Intelligent and desired development implements, will be an economic engine 2. Shakespeare - Tax Paying private entity open 24 / 7, 360, with at least 1 month Spring and Fall Educational Seasons of at least 2 Shakespearean Plays, with 2 week runs that include morning and afternoon weekday matinee for Students. + Full range of activity including but not limited to: Concerts, Broadway Road Shows, Plays, Original performances, Comedy, Lectures, Civic Meetings, and much more. 3. Airport purchase, without expansion, adding radar, and creating usage demand. 4. Stratford's Industrial areas are Brown fields, which create tremendous opportunity for new technologies creating GREEN COMMERCIAL CONDOMINIUM with reduced Energy Cost and greater Business density, increasing the Tax Base. 5. Raymark Toxic Dump site shall cease to be an economic barrier. 6. Train Station parking + shelter can be revenue and quality of life positive, with win-win incentives regardless of if or when a parking garage is built? * Investigate use of existing parking (for commuters) behind Webster Bank / Home Depot / Shaws / Walmart. * Investigate use of existing parking (for commuters) between BALLY'S + 99 + MOVIE THEATER (off peak) 7. Aquifer and drainage issues related to I-95 and Railroad can be resolved using oil field technologies and methodologies enhancing property values and re-usage. 8. I have ideas where Businesses will INCREASE REVENUES and DECREASE COST making them happy to PAY HIGHER GROSS TAXES, yet LOWER NET TAXES. 9. Similar ideas for Oronoque Village, Stoney Brook Gardens, Condominium Associations, and various gated (type) communities. C) There are many GRANTS and LOW INTEREST LOANS, specific to help existing businesses and assist home owners save money on ENERGY + UTILITY COSTS. By increasing Public Library Research Librarian staffing, with incentive to finds Revenue assistance for Library, Town, Education, Business, and Residence I believe substantial opportunities exists using Stratford's Budget / Logistical resources to actively co-ordinate, facilitate, and implement ways and means to Benefit Tax Payers and Tax Users with substancial positive net revenue. SUMMARY: By reorganizing and reprioritizing Stratford's Financial stability, it will allow for addressing the maintenance and improvements of public services, health, and safety. People will want to BUY STRATFORD and not be SOLD useless and undesired LIES.. 2) EDUCATION: The Board of Education controls their venue, but are supported by the Town in Buildings and repairs among other means. However there is a new and evolving world where specialization causes a loss of being rounded and independent as individuals. Academics is a primary objective. Education for physical, emotional, philosophic, and spiritual health, assists the mind and body. Education about finances, home economics, nutrition, and basic electro-mechanical, and other ways to have access to diverse touchstones, I believe is and should be voluntarily ingrained. People want to learn what interests them, not what others want to teach them. Identifying interests of individuals, templates for customized and personalized education, improves desired results. 3) SERVICES: Stratford has among the best baskets of public services in the state, including professionals in Public Safety, Health, Recreation, Town Hall, Public Works, and other department, along with a remarkable volunteer EMS. I have ideas about cross training and mixed usages that unions should want, in a comprehensive program of negotiating, adjusting, and protecting the competitive pay, benefits, and pensions, to the best in the evolving private and public sectors, which reasonable tax payers and union personnel should agree as fair. My background is in new business development. Regardless of the reasons people choose to buy, the foundation is always "perceived value," as in 1 - What will it cost me? 2 - What will it do for me? Cost is always the main objection. However cost is never an object when the value is perceived to be that which the buyer is willing to pay. In business, getting a new customer is and art and a skill. However, keeping a customer always revolves around SERVICE, SERVICE, and SERVICE! 4) One of my frendlier political people who I tease suggested that they should elect me Mayor to teach me a lesson and everyone would be able to blame me for all of their problems. * Every decision is hated by one group of people. * The more decisions that I make, the more people will be mad at me. I criticize the local political parties and I am worse on the state and federal decision makers who I really hammer for the adverse impact they have had on Stratford. However, I would not be intentionally causing problems and delays like we have seen across Stratford. I would do the best I could do. And as a true outsider, I owe nothing to anyone except the tax payers! |
